I don't think it is an Israeli scammer. Most likely Nigerian. Israel provides Internet access to Nigeria via satellite, as well as South Africa and UAE. Those are Nigerians, though their IP resolves to other countries.
For example, if you see Goldenlines and Gilat ISP from Israel, that means - Nigeria. Same with Websat from Ireland, Intelsat from UK and Skylogic from Italy, and many others that don't resolve directly to Nigeria, but are actually the satellite providers for West Africa. In UAE many IPs are merely proxies used by scammers to hide their real IP.
there are also Nigerian cells of dating scammers operating from Sweden, Malaysia and Spain.
He is a big time scammer!
he scammed my grandmother and he is still talking to her. He says he is in africa but resides in New York. He is in africa supposably working. He uses the excuse to get money by saying he is trying to get back home. He is a liar and a thief.

YES HE SCAMMED ME FOR ALL MY MONEY.THEN GOT HIS SO CALLED CHILDREN IN ON IT ESPECIALLY HIS SON OF 11 YEARS OLD. THEY DON'T STOP AT NOTHING OR HAVE FEELINGS ABOUT YOU .I LEARNED THE HARD WAY OF LOOSING EVERYTHING.GAVE TO THEM BEFORE MY FAMILY.YES MET ON CHRISNET & REPORTING HIM THERE TOO.TRYING TO GET MY LIFE BACK.
